The council came 80th in the 2007 Workplace Equality Index, organised by gay rights charity Stonewall.
The index assessed how effective equality practices were, recruitment records and attitudes to customers.
Peter Roscoe, of the council's Lesbian, Gay, Bisexual and Transgender staff group, said: "There is still some way to go, but this is great news."
'Open and honest'
He added it would help to reduce prejudice in the county and reflected the "common sense of Shropshire people".
Councillor Mike Owen said: "Shropshire County Council is proud to have made the top 100 in the index.
"This shows our commitment to treating everyone fairly, openly and honestly, and to ensuring we have a diverse, well-motivated workforce which continues to provide excellent services to the people of Shropshire."
But Stonewall said gay people still faced obstacles in too many workplaces.
